Getting promoted does take time but you can't expect it to happen over night.
Once you join the guild you start getting reputation, just like with cities in WoW, but its only imaginary.
Once an office or the guild master thinks you have donated and helped the guild and its members decently, they will promote you.
So be patient and help out as much as you can.
